Profile
Rodolfo is a Venezuelan lawyer based in Caracas. He serves as the Managing Partner of Venezuelan aviation law firm Ruiz & Partners. Before setting up Ruiz & Partners, he headed the aviation and insurance practice of the Caracas office of a top UK international law firm for over 15 years. His extensive experience has earned him recognition as a Leading Aviation Lawyer in Venezuela by Lexology Index.
Rodolfo experience also includes, inter alia, regulatory, contractual, and contentious work. He has represented international cargo and passenger airlines where he helped them obtain the required permits from the Venezuelan Civil Aviation Authority to fly regular and non-regular flights to Venezuela.
Our firm’s Managing Partner has also represented local and international insurers in defending hull, passenger, and third-party liability claims resulting from high-profile commercial and general aviation losses occurred in Venezuela. Furthermore, he has also pursued subrogation actions before law courts located in Venezuela and in the region.
The head of the firm has also advised international lessors on legal aspects of aircraft utilization agreements. This advice covers dry and wet leases for local operators as well as aircraft deregistration issues after lease contract termination.
As a thought leader, Rodolfo has served as a speaker at renowned international aviation conferences. These include the ALTA Aviation Law Americas and Clyde & Co’s Beaumont Aviation Law Conference. Furthermore, he has also served as a judge at the Leiden-Sarin International Air Law Moot Court Competition. Finally, he is regularly invited to lecture on aviation law and aviation insurance law by local universities.
He is a member of the Aviation Law Committee of the International Bar Association (IBA), the International Institute of Air and Space Law (IIASL), the Latin American Association of Aviation and Space Law (ALADA), and the Iberoamerican Association of Space and Commercial Aviation Law (IBEROESPA).
Rodolfo qualified as a lawyer in 2002 after obtaining a law degree from Universidad Santa María. Later, he completed a postgraduate course in International Tax Law at Salamanca University (Spain). Additionally, he obtained a certificate in International Arbitration Law from the College of Law of England and Wales and the International Bar Association. Furthermore, he also earned a certificate in International Air Law for Lawyers and Legal Professionals from the International Air Transport Association (IATA). Finally, he also pursued the LLM program in Air and Space Law at Leiden University.
Apart from being a lawyer, Rodolfo also obtained a degree as a Legal Interpreter in the English language. He earned this degree from the Ministry of Internal Affairs and Justice in 2015.
